SUGAR LAND, TX – February 28, 2019 -- Chief Executive Officer Oscar R. Aguirre, P.E. announced today that Rick A.Carle, P.E. will assume the role of Chief Services Officer for Aguirre & Fields. Additionally, John R.Mutchler, P.E. will assume the role of Transportation Services Director and Paul J.Hoelscher, P.E. will assume the role of Construction Services Director, both roles reporting to Carle.

In the role of Chief Services Officer, Carle will oversee the day-to-day operations of all services and will be responsible for client satisfaction, promoting innovative thinking, and executing Aguirre & Fields’ key strategies.

“Rick is an innovator, a team builder, and an inspiring leader here at Aguirre & Fields. His ability to plan and develop strategic priorities and his focus on operational metrics will help us continually improve our operations and align with our Purpose and Vision as we keep growing,” Aguirre said.

Carle joined the firm in 2013 as a structural project manager. He then became the Sugar Land office Structures Team Lead and has most recently led the Structures Group for all Aguirre & Fields. He has been active in helping the company operate more efficiently and innovatively.  

As the Transportation Services Director, John Mutchler will use his keen ability to build and manage cohesive teams to oversee the performance of our Transportation Services groups across Texas and Oklahoma. He will also identify, develop, and execute initiatives to improve processes and promote growth.

Mutchler joined Aguirre & Fields in 2013 as a project manager. He has experience in designing and managing a broad range of transportation, civil site, drainage, and program management projects across Texas. He is active in the Boy Scouts of America and serves as a Major in the United States Army and Texas National Guard.

As the Construction Services Director, Paul Hoelscher will use his 33 years of expertise in design, construction, and maintenance of highways and bridges, coupled with his management and leadership experience, to enhance client relationships, promote client satisfaction, and oversee day-to-day operations in support of our Construction Services teams across Texas and Oklahoma.

Hoelscher joined the firm in 2015 as a project manager and the Deputy Director of Construction Services for our construction engineering inspection (CEI) team in the West Texas region. Prior to joining Aguirre & Fields, Hoelscher spent 30 years with the Texas Department of Transportation (TxDOT) in the Odessa and Abilene Districts. He worked on a task force with the American Council of Engineering Companies (ACEC), American General Contractors (AGC), and TxDOT to review and provide input on CEI initiatives.
